"It was urged that the danger of prolonged undernourishment was much
greater than the official statistics indicated. The Save the Children
Fund Inquiry, the testimony of school teachers, and reports of medical
officers of health were quoted as showing that in certain areas the
ill-effects of defective nutrition were widespread. "
